Editable "head" region in templates will not work in child pages

There is an editable region in the "head" portion of the Dreamweaver (5.5) template that will not carry through to child pages.

 

The editable region is clearly visible in the template, but it disappears in child pages -- not just the content, but the whole region. There is no "there" there.

 

I can use a text editor to manually insert an editable "head" region in the child page

<!-- InstanceBeginEditable name="head" -->

followed by "stuff" and then

<!-- InstanceEndEditable -->

 

But it still causes problems when updating the child page from the template.  A dialog box appears, saying "Some regions in this document have no corresponding regions in the new template." Under Editable Regions, "head" is listed, and you can't update the page until you specify where the contents of the region should go. There is a dropdown list of editable regions, but "head" never appears in the list, even though it is clearly present in both the template and the child page.

 

I need an editable "head" region in my child pages so I can insert an embedded style sheet in certain pages as a temporary measure until I can change my CSS files.

 

I'm using Dreamweaver CS 5.5 on a Mac running Lion. The DOCTYPE of the page is HTML 4.01 Transitional.
